Moving beyond commitments, the Party Committee of the State Securities Commission (SSC) has transformed the spirit of studying and following President Ho Chi Minh’s ideology, morality, and style into a widespread action movement—awakening a sense of responsibility, integrity, and dedication among all cadres and Party members.

100% of Party Members Commit to Studying and Following President Ho Chi Minh’s Example

Throughout the 80-year history of the finance sector, studying and following Ho Chi Minh’s ideology, morality, and style has always been a command from the heart and a guiding principle in every action of officials and Party members. For the SSC Party Committee—the core agency in managing and supervising the capital market—this task carries even deeper meaning in the context of the whole sector implementing the Resolution of the 13th National Party Congress, heading toward the 14th Congress, with the shared determination to build a modern, transparent, and internationally integrated national financial system.

In 2025, all SSC officials and Party members continue to uphold the spirit of pioneering and setting examples, with 100% registering their commitments to study and follow Ho Chi Minh’s ideology, morality, and style under the theme “Being Exemplary in Preserving Moral Qualities and Lifestyle.” This is not merely an annual political activity, but a reaffirmation of each individual’s willpower, integrity, and sense of responsibility in building a clean and strong Party organization that meets the requirements of the new era.

Inspired by President Ho Chi Minh’s teaching that “Cadres are the root of all work,” the SSC Party Committee has set a clear goal: to make the study and practice of Ho Chi Minh’s example a self-driven need and a behavioral standard in every action, decision, and daily duty. Following Uncle Ho means not only speaking his words but also embodying his working style—dedication, professionalism, and a strong sense of responsibility toward the collective and the people.

Therefore, right from the beginning of 2025, the SSC Party Committee issued Plan No. 25-KH/ĐUUB, providing comprehensive directions and concretizing the guidance of the Ministry of Finance’s Party Committee. The plan requires each Party organization, each official, and each Party member to strictly uphold the standards of revolutionary ethics; resolutely overcome formalism; and promote innovation, bold thinking, and accountability for collective interests—in line with the pioneering and exemplary spirit emphasized in the 2025 theme.

The fact that all Party members have registered commitments to study and follow Ho Chi Minh’s ideology, morality, and style reflects not only unity and consensus but also the SSC Party Committee’s strong political determination to build a clean, strong organization capable of effectively leading its unit to successfully fulfill assigned political tasks.

Spreading Ho Chi Minh’s Moral Values Throughout the Party Organization

A highlight of the SSC Party Committee’s 2025 study plan lies in its coherence, practicality, and innovation in implementation. Each Party cell, department, and unit has developed specific plans closely linked to their professional functions to ensure substance and avoid formalism or duplication.

The central theme of 2025—“Being Exemplary in Preserving Moral Qualities and Lifestyle”—is identified as a foundation for each cadre and Party member to engage in self-reflection, self-correction, and self-improvement. Implementation goes beyond study sessions and orientations, reaching greater depth through communication activities tied to major national events—especially the 135th birthday of President Ho Chi Minh (May 19, 1890 – May 19, 2025) and the 80th anniversary of National Day (September 2, 1945 – September 2, 2025).

At the same time, the SSC Party Committee directs enhanced promotion of exemplary “good people, good deeds,” highlighting outstanding collectives and individuals who have excelled in studying and following Ho Chi Minh’s example. Particularly, the exemplary role of leaders—Party cell secretaries and heads of units—is seen as a “guiding torch,” creating a deep and lasting influence across the agency. This has fostered a democratic, transparent, and disciplined working environment that encourages creativity, innovation, and responsibility.

In parallel, the Party Committee has instructed Party cells to work with unit leaders to review, update, and refine professional ethics, public service ethics, and internal regulations. These standards serve not only as behavioral guidelines for officials and Party members but also as benchmarks for evaluating integrity, capability, and reputation—especially vital in the context of Vietnam’s fast-growing and increasingly integrated securities market.

In addition, inspection and supervision have been strengthened. The implementation of Directive No. 05-CT/TW, Conclusion No. 01-KL/TW, and Regulation No. 144-QĐ/TW has been integrated into regular inspections, focusing on the development of long-term and annual plans by Party committees and individuals. This mechanism ensures seriousness, effectiveness, and discipline throughout the Party organization, reinforcing the confidence of Party members in their organization and of the public in the finance–securities sector’s leadership.

During implementation, the SSC Party Committee also places great emphasis on periodic reviews, evaluations, and the replication of effective and innovative models. Exemplary individuals and collectives who stand out in studying and following Uncle Ho’s example are promptly commended and rewarded, creating motivation for continuous improvement. As a result, the study and practice of Ho Chi Minh’s ideology, morality, and style has become not just a slogan but a widespread, action-oriented movement within the entire agency.

Leading by Example

In accordance with Directive No. 05-CT/TW (May 15, 2016) and Conclusion No. 01-KL/TW (May 18, 2021) of the Politburo on continuing to promote the study and following of President Ho Chi Minh’s example, the SSC Party Committee identifies “setting an example” as a particularly important leadership method. Each Party executive and member—especially those in leadership positions—must truly be exemplary in ethics, working style, lifestyle, and performance of political duties.

This is a consistent requirement throughout Plan No. 25-KH/ĐUUB, reflecting the self-awareness, initiative, responsibility, and determination of the entire Party organization. From members of the Standing Committee and Executive Committee to each Party member in every cell, everyone must make a concrete commitment to studying and following Uncle Ho’s example—treating it as an important criterion in annual performance evaluations.

Setting an example does not stop at maintaining personal integrity—it also means embodying the spirit of serving the people and pursuing the common good. Every SSC official and Party member must truly “speak less, do more,” always putting the interests of the State, investors, and the market above personal gains. This is a practical reflection of President Ho Chi Minh’s philosophy of being a “servant of the people” in today’s context, as the securities market plays an increasingly important role in mobilizing capital for the economy—requiring the highest standards of transparency, integrity, and responsibility from its managers.

The SSC Party Committee also affirms that the results of studying and following Ho Chi Minh’s ideology, morality, and style are key criteria for assessing the leadership capacity and vitality of Party organizations, as well as the moral qualities of individual officials and Party members. This contributes to building a team of cadres with firm political courage, pure ethics, scientific working styles, and wholehearted dedication to the development of Vietnam’s finance and securities markets.
