Conference on Studying and Implementing Four Resolutions of the Politburo

On the morning of September 16, the Politburo and the Secretariat held a national conference to study and implement four key Resolutions:

• Resolution No. 59-NQ/TW on international integration in the new context;

• Resolution No. 70-NQ/TW on ensuring national energy security until 2030, with a vision to 2045;

• Resolution No. 71-NQ/TW on breakthroughs in education and training development; and

• Resolution No. 72-NQ/TW on major solutions to strengthen the protection, care, and improvement of people’s health.

The conference was organized in-person at the Dien Hong Hall of the National Assembly House and connected online to provincial and municipal Party committees, central Party-affiliated organizations, ministries, agencies, public institutions, as well as district- and commune-level sites nationwide.

At the central venue, General Secretary Tô Lâm attended and delivered the keynote address. Also present were Politburo members: State President Lương Cường, Prime Minister Phạm Minh Chính, National Assembly Chairman Trần Thanh Mẫn, along with other Politburo and former Politburo members, and Secretariat members.

The Party Committee of the State Securities Commission (SSC) connected through two conference points — at the SSC headquarters and the Securities Research and Training Center. Attending at the SSC venue were members of the Standing Committee and Executive Committee of the SSC Party Committee, Party cell secretaries, unit leaders, and all Party members under the SSC Party Committee.

The purpose and requirement of the conference were to thoroughly study and seriously implement the four Resolutions of the Politburo among central ministries, agencies, and Party committees, as well as provincial, municipal, and centrally affiliated Party organizations. The conference also aimed to enhance awareness, responsibility, political determination, and the exemplary spirit of all levels of Party committees, organizations, officials, Party members, and professionals working in foreign affairs, energy, education and training, and healthcare, ensuring the effective implementation of the four Resolutions in accordance with the functions, duties, and actual circumstances of each locality, agency, and unit.

During the conference, Party members listened to four thematic presentations:

• Theme 1: Key contents and core ideas of Resolution No. 71-NQ/TW dated August 22, 2025, of the Politburo on breakthroughs in education and training development, and the Action Program for its implementation.

• Theme 2: Key contents and core ideas of Resolution No. 72-NQ/TW dated September 8, 2025, of the Politburo on breakthrough solutions to strengthen the protection, care, and improvement of people’s health, and the Action Program for its implementation.

• Theme 3: Key contents and core ideas of Resolution No. 59-NQ/TW dated January 24, 2025, of the Politburo on international integration in the new context, and the Action Program for its implementation.

• Theme 4: Key contents and core ideas of Resolution No. 70-NQ/TW dated August 20, 2025, of the Politburo on ensuring national energy security until 2030, with a vision to 2045, and the Action Program for its implementation.

The conference was organized to comprehensively and deeply disseminate the essential and new aspects of Resolutions No. 59, 70, 71, and 72-NQ/TW of the Politburo. It sought to unify awareness, will, and action throughout the Party, thereby creating a firm political and ideological foundation for the successful organization of Party congresses at all levels and the best possible preparation for the 14th National Party Congress.
